It's not that without a leader, the world will become chaotic; it's that, without the leader, the one who wish to be the leader will make sure that you'll need him by creating chaos, whether by himself, through 3rd parties, dividing the people through human greed and selfish capitalization, or any combination of these whichever and whenever is appropriate.
